The loans were made based on inflated property appraisals, leading to huge financial losses by the FHA. Another whistleblower lawsuit against Citigroup, resulted in a finding that Citigroup Bank defrauded the government by falsely certifying that its loans met FHA standards. Citigroup paid $158 million in fines.
